EU leaders are due to meet on Thursday with their Western Balkans counterparts, who are growing increasingly impatient over their stalled efforts to join the bloc. Albanian Prime Minister Edi Rama called it a “disgrace” that his country and others remained stuck in limbo, ahead of the talks in Brussels.
